"I enjoyed working with him," Stevens said, adding that he was grateful to become Harbaugh's friend. But they worked together and Stevens said Harbaugh taught him how to be a better trustee. Stevens recalled that he didn't always agree with Harbaugh on some issues. "He would listen intently at meetings and speak when it was appropriate." Harbaugh was quiet and a good thinker, Stevens said. "If he saw something that needed to get done, it got done." "A man of few words, but a man of action," Cozy said of Harbaugh. The city also saw improvements to city streets, and upgrades at the police and fire departments during Harbaugh's term, Cozy said. As mayor, he worked to strengthen the relationship between the city and township, Cozy said. ![]() Harbaugh became Canal Fulton mayor shortly after the community incorporated as a city and separated from Lawrence Township. Stevens and Mark Cozy, Canal Fulton's city manager, described Harbaugh as a public servant who worked for the community's best interest. "When he spoke, you listened," said Mike Stevens, a Lawrence Township trustee who worked nearly 20 years alongside Harbaugh. In 2011, he was elected mayor of the city and served one term from 2012 through 2015.
